If a person got Permanent residency on March 10, 1999 and never gone outside the USA since March 10, 1999 and wants to apply for citizenship when can he file the application? Is he allowed on Dec 10th 2004? or he should wait till March 10 th to mail the application?

The rule says 3 months before the 'Continuous Residency'?
So, can he apply 3 months before 5 years is over or he has to wait 5years to complete '5 year as permanant resident'? In that case he can apply only on March 10?
 
Based on a lawyer recommendation I received:

Apply 90 days or less before the 5 year anniversary date. Also, give yourself a grace period of 1-2 days.

Therefore for March 10, 2004 date, you may want to send your application on December 12 or later.
 
Could someone please tell me if the 3 months (or 90 days) rule is valid for the citizenship application if you get your GC thru marriage?
I got my conditional PR on April 12, 2001 thru marriage (still waiting for the I751 to be approved) and I was wondering if I can apply for citizienship after January 12, 2004. Or when will I be eligible to apply for the citizenship?
BCIS center said there is no 3 month rule if you got your GC thru marriage. I am a little confused?

I have a question about "continuous residency". Do you have to spend 4 years 9 months here before you can apply for citizenship?

We got our GC in April 1999 and have made several trips back home since. Is the time that we were out of US counted against us and do we need to add up the days we were away and apply only after we complete 4 years and 9 months?

I got my GC on April 12, 2001 thru marriage. Now, I am still waiting for the petition to remove conditional residency(I-751) to be approved. Its been more than a year since I applied. Is it possible to apply for citizienship while waiting for I-751 to be approved? Any comments?

Thank you very much. Now I can go and send application material. At this rate, I guess I will get my citizienship before approval of I-751 (I hope). That will be interesting:)
