N400 Filing Eligibility

My 5 year GC aniversary completes in Feb 2008.
To file for citizenship, Do I need to wait 90 days before Feb 2008?
OR
File application now. If interview comes after Feb 2008, will I be fine?

There has been at least one case of an applicant submitting more than 90days before 3 or 5 years LPR and getting the application denied at the interview. When you take into account long it can take from Priority Date to Interview, it seems there is more time to lose through an application denial late in the game than through waiting until February 2008...
