N400 Application : Who do I make out the CHQ to

I'll be sending in my N400 application next week. Who should I be making out the cheque to ?
some of the instruction docs mention 'Immigration and Naturalisation Services' and other pubs mention 'US Dept of Homeland Security'

Or shoud I be sending 2 separate cheques :
1 for $320 made out to the INS and
2 for $70 (for FP) made out to Dept of Homeland Security ?

I live in Bergen County, NJ. What are the rough timelines for this area ?
