N400 Application Process when exactly to file

I am getting ready to apply for citizenship for my wife but i am concern about what https://www.uscis.gov/ says about the 3 years rule husband and wife must have lived together for 3 full years. I want to file for her citizenship based on 3 years rules

My wife came in to the USA on 07/13/2013 which means we started living together as of 07/13/2013

So on 07/14/2016 we fulfill the 3 years full term of living together but INS says we can file 90 days before which is we can file on 04/13/2016

Can someone share some light on this matter

She needs to have been a US permanent resident for 3 years minus 90 days, and have been married to you for 3 years. Since you mention 3 years from 7/13/2013, I am taking it to mean that your wife became a permanent resident on 7/13/2013, at the same time she entered? which means she entered the US on an immigrant visa?

By the way 90 days before 7/13/2016 is 4/14/2016.

Then you two must have been married for some period of time before she immigrated (because you must be married to petition her in the first place). Weren't you living together when married?
 
We got married in 3/15/2012 but i was living in the US while she lives in Nigeria so petition for her come in which she came in 7/13/2013

If you were living separately due to things like work reasons, and not because of problems in your marriage, then that counts as living in marital union.
