N400 and a PO Box Address

A relative of mine is planning to mail the N400 form next week. He lives in SW Virginia but will be relocating to Washington DC/Northern VA next month. My relative is planing to rent an apartment in Northern VA but does not yet have a street address there. Right now he has a P.O. Box address in Falls Church VA. Can he use this PO Box address as the main address when filing the N400 form next week? Is the PO box address acceptable to USCIS?

Any comment or sharing of such an experience is highly appreciated.

The relative has a requirement to live in a district for 90 days before filing N400. Will SW Virginia ==> Washington DC be the same district?

N-400 part 4-A clearly says "do NOT write PO box". The only option available is care of someone in part 4-B.

No, the SW VA and Dc are not part of the same district.
