N400 alternative processing to Haiti

I have a Haitian who was living in US, fled to Canada and is working there now. Her USC relative has applied via N400 for her. Originally she was told she would have to be processed in Haiti. With the earthquake, how can she be processed in Canada?
 
N-400? N-400 is for citizenship, and must be done within the US unless one is in the military.

Do you mean her relative is filing an immigrant petition so she can get a green card? What is the USC's relation to the Haitian?
