N-600 or N-600K

The fact is that my children ages are 12 and 14 years, both obtained their U.S. passport through the act of 2000, obtained permanent residence through his mother who obtained citizenship through his father who was an American citizen. The fact is that his mother was born in Venezuela did not live in the U.S. long enough to demonstrate physical presence.

We currently live in Venezuela and to renew U.S. passports of children the American Embassy requires citizenship certificates.

Questions:
What is the way to go to obtain certificates of citizenship, which is filling N-600 or N-600K.
The form N-600 K ignores that already have U.S. passports.
I appreciate any information you can give me about it.

N-600K is only for children living abroad who are not yet US citizens. Your children have US passports, so they are already US citizens and are not eligible for N-600K. They can only get N-600, but they'll have to got the US for that.

Are their passports expired or lost? They shouldn't need a citizenship certificate to renew their passports if their existing US passports are still valid.

At the U.S. embassy in Caracas argue that the child's citizenship law 2000 (CCA) which recently modified two INA sections 320 and 322.

I do not understand who does the modification of these laws with the renewal of a passport, but that is their argument.

In conclusion according to your information, to obtain a certificate of citizenship, my children and their mother must reside in the United States and filling N-600

What do they mean? Are they saying they don't believe your children are US citizens? Have you actually applied and they rejected the applications? If yes, do you have the exact wording of the rejection?

Are the children's US passports still valid and in your possession?

Since the kids are already US citizens, they don't need to reside in the US. They only need to be in the US long enough to deal with the N-600.
