N-600 and Passort Question For 21 year old Child

Hi I am the Father of 21 Year old U.S Permanent Resident.

She was born in Wedlock.

I have been a U.S Citizen Since year 2000 (Before the 2001 Child Citizenship Act)

She Just recently came over to live with me in the States.

My Question is Since She was Under 18 years old When I became a U.S citizen

can she claim citizenship based on my Status now that she legally resides in the U.S?

Note: She was not residing in the United States before her 18th birthday.
Note: Her Mother is Foreign National
Note: Only one of her Parents is U.S Citizen.
Note: When she was born in 1992 I was not a Citizen yet.

Should I Pay the Huge for fee for N-600? That is if there is good chance that she would be eligible.
 
If her green card was approved after turning 18, she would not be eligible for US citizenship under the Child Citizenship Act, and therefore would have to wait until she is eligible to file N-400 on her own merit.
