N-400 Question Please Advice

In year 2000 We were trying to Dial india but ended up dialing 911. The phone remained on. We only realised when cops came to our house. They insisted we were having an argument. And gave both of us "Victim Notification forms" with our name address and SSN details etc. to both of us even after both of us had the same explanation that there was no argument we were just tring to make a call to India. The form had no charges on it but Domestic violence etc etc information was printed all over it. The whole thing lasted 20 minutes. We never heard from the cops after that.

We got the GC in 2001 the I-485 form was completed in year 1999 so there no chance of any thing being mentioned on the I-485 form. Now we want to apply for the citizenship. We are not sure if we mention this on the N-400 form. Should both of us mention this as both got the "Victim notification" form. Or we don't mention this as we weren't charged/arrested or fingerprinted.
 
If you were not cited, detained, arrested, charged or convicted and also have not committed any crime for which you were not cited, detained, arrested, charged or convicted then it would be a lie to even answer yes to any of those good moral character testing questions, wouldn't it be?
