It is :

How many times has your current spouse been married (including annulled marriages)?

Does it mean to include marriage to me ( ie answer = 1 ); or just the prior marriages before marrying me ( ie answer = 0 );

Know it is a stupid question; but thought no harm in asking !:)
 
do not think too much. just read the question and obviously the answer is 1. My gosh, everyone starts to follow Bill Clinton to ask the definition of "sex" :)
 
I agree that this question is confusing. I spent some time thinking about it as well and actually had convinced myself that the answer should be 0 (because it specifically says current spouse, so one would think that 1 is implied), but if you read the instructions in the other document, I think it does say something about including the current marriage or something to that effect.

So the answer is = 1

I filled it as 0 but at the naturalization interview
INS Officer has corrected it to 1 !

I know it does not make sence, but that's
what happened.
