Also, found a thread from March 2007, claiming they don't give the oath but once a year, on July 4th. Does anyone know if this is true?

I also found a thread from 2005, saying they gave the oath during an Indianapolis International Festival in November 2005.
Has anyone heard of someone being allowed to take the oath in another state, or does it have to occur in the state that processes your application?
