N-400 in Phili

I am planning to file paperwork that is likely to end with Phili office. I can gather from posts that processing time is about a year in Phili.
The processing time for N-400 on offical web site says that they are processing Oct 03 cases, where as in Baltimore it says: April 03. Can some one educate me where the delay comes from. May be they list the date FP notice goes out...

The times posted for the district offices is a comparatively recent phenomenon-and as a result is still not precise. It is improving but still needs precision.

A better gage would be anecdotal experiences by members on this forum, and other forums, and newsletters by Murthy, Siskind, Shusterman etc.

There is growing evidence that USCIS times have considerably speeded up accross the board-even though the time frames for district offices are variable.
