N-400 Final Interview (Atlanta), N-652 Decision Cannot be made

Hi

I had my final interview today, passed all the tests and no problems with any questions. The interviewer told me a decision cannot be made today and checked that box on the N-652 form.
I inquired why and she informed we that she was "waiting on a file from another office". I assume this means the background check but she did not make any note on the N-652 form (other posters on this site have indicated that the interviewer normally makes a handwritten note).

I would appreciate any feedback on what they believe is the reason for not completing today and also any ideas of time line in Atlanta.

My time line:

N-400 applied: 12/15/04
Fingerprints: 08/05
Interview: 11/15/05

I am in the same boat as you. Was told on the form that a decision cannot be made at that time. The interviewing officer told me that I have "an open file from my student days - whatever that means. On Monday, it'll be 120days since my interview, and I am really anxious to know what the status is.

hmm.. open file = investigation?

in fact, i think one of my friends said USCIS mistaken of there had an "open file" on my friend and she had been waiting for nearly a year after her first interview. she did not care much and she was not in rush to get her citizenship (married with USC with kids now.. so, she was not rushing to get her citizenship done at all). finally she hired a lawyer to follow up her case and found out the issue.

i do not remember what the exact issue was. but she told me her lawyer found out someone had "opened" a file on her case and sat "there" (where??) for a long while and no one touched it (i guess.. in the other word... pending??)... then the lawyer worked on her case and got resolved and finally she got the oath letter (I believe). I did not follow up much on her immigration process since i know she did not care much about the citizenship; but she just wanted to get that done as "check off one item out on her to-do list".
