N-400 English Test Exemption

Help from all the experts wanted. My mother in law is over 55 years and has been a permanent resident for more than 15 years. She doesnt command great english and it is difficult for her to memorize the civic questions. However, she seems to be eligible for english test exemptions on the basis of being over 55 and permanent resident for more than 15 years. Now on the n-400 applicatiion, where do we put this information or this exemption. The only place where it mentions the exemption is Part 3 Item H on the application, but that too refers disability and submission of a seperate form n-648 that is exclusively for disability.

All the advise and help will be appreciated........ :)
 
The Guide to Naturalization makes it sound like you just need to show up to the interview claim exemption. It says that she must bring an interpreter and that she'd still need to take the Civics test though (page 26 in the Guide)
 
That is what I am thinking. But would the immigration people allow the interpretor to get inside without any letter of some sort. And I really appreciate your prompt reply.
