N-400 and traffic tickets

Does anyone know if traffic tickets have to be reported in item 16 of part 10 of N-400?
It asks "have you every been arrested, cited or detained by any law enforcement officer for any reason?"

Strictly speaking a traffic ticket say for speeding seems to qualify as a being "cited".
 
I talked to many people who are currently applying.
Their rattitude is:"Who cares?". For those who
want to report traffic violation, we should protest
the INS for not cracking down upon lying enough.
