My wife won DV-lottery. She is J2 VISA, I have J1 two years rule. Does She need a waiver?

My wife won the DV lottery. I am in USA with J1 2 years rule, and She is J2. Do we need to apply to a waiver to get the GC?

I think you already have the answer by now.
You (the J1 holder, not your wife) need to apply for the waiver. Once the waiver is received, it will work for both you and your wife (assuming that she has never held J1 visa herself).
