MY WİFE SB1 VİSA DENİED x

Hello , I'm an US citizen , my wife gained IR1 visa in 2001 but after 6 months we moved back to Turkey and we couldn't come back to United States until 2016 and her green card got expired. Now I'm living with my son in New York and he is a high-school student. We have applied for Returning Resident Visa (SB-1) for my wife , but it god denied and now she is stuck in Turkey. What should we do ?

can you explain me how to apply for SB1 visa like I have to do physicality in local US embassy or can I do it online, like sending form and document in email ? how you made payment?
its about my mom and I need your help so much ,help is greatly appreciate
