Got the Welcome notice email and card production email yesterday. Did the Feb memo apply in my case? I do not know. IO told me at Infopass on May 5th that my NC had not yet cleared. I was able to see his screen partially and it did say "Pending"! So, I was not holding out much hope until Nov when FBI is expected to clear cases older than 1 year. In the meanwhile I did send a letter to Ombudsman which has not even reached them yet. Let us see what they will come back with for me.
