Back in 1985ish, INS had opened doors to create a few (300,000) illegals to legal. Their estimates were apprx few thousand people will show up but 300,000 showed up. Even with 300,000 illegals, INS had 10 months of hell because in the ensuing next 10 months, INS had to process over 750,000 applications of forged documents.
Today America has an estimated 8 million illegals. If this ruling goes thru Senate and Congress, you will see INS croak over and die. Overall effect on GC process and everything else, will be grossly negative.
I honestly wouldn't be surprised if this plan gets kicked out.
