My mom is sponsor for AOS. Does she have to sign AOS in USA?

My mom sponsored me for a Green Card and now has to sign AOS. She resides overseas.
1)Can she sign AOS form and FedEx to USA/lawyer, or does she have to be in USA? USA based lawyer told her to come to USA. But this is expensive.
2)She also owns a residence in USA, but rents it out. Can this property be proof of intent to return to USA? She does indeed intend to return eventually.

At this point of the process she is supposed to be residing in the US. The purpose of family-based green cards is to join family members who live in the US.
