My lawer explanation for RFE on AP and EADs

Gentleman,

My lawer told me yesterday that the reason for the latest RFE we have seen on Wifes and depedends EAD and AP is that these documents are now adjucated by contractors that have no access to the original main applicant files. Therfore, any EAD or AP that is not filed with copies of the main applicant I485 and I 140 will be issued a RFE. She said this started in the spring of this year and USCIS did not inform the lawers of the chance in the procedure.
What you all know about this? Is this true or she is just giving an excuse?

I always thought I-485 and I-140 copies are "required" when filing for EAD and AP. If these are not sent, you should receive RFE anyway irrespective of the fact that EAD and APs are issued by contractors.

She received some kind of bulettin form them explaining it according to her. On my previous EAD and AP we never sent copies of anything.

I have never attached the copy of I140 receipt so far.
Its always been copoes of previous EAD and I485 appl.
No RFEs so far ..
 
This seems to have some legitimacy. Derivative applicants are admonished to send marriage certificates even in 2nd, 3rd EAD or AP, in spite sending all other documents.
The effect of concurrent filing is that earlier applicants are suffering... Good move by USCIS. Now they can shut down diffidence.
 
.. It amazes me

.... the USCIS has all previous records. They even have access to all the previously applied applications .. so why in the hell do we need to submit docs again and again ? In this hi-tech age, we still have a department that relies only on paper ..... well, if only this piece of paper was the only required item ... sigh ...:-(((((
