My father failed the Citizenship Test Twice

As the topic says, my father failed his Citizenship test twice. He can read, knows about the US history, but has a hard time writing. The first time he got a 10/10 for the history part, but missed one E for a word in the written part. The immigration officer was really tough on him and failed him. The second time around the lady officer told my father that he will get a decision in the mail. They didn't specify how long this decision would take. One of his letters state that you can only take the test twice. From there, I've heard that it would either go to a higher level of immigration officer or even an immigration court but you would need to be able to write decently. I don't know what to do at this point. I'm 20 years of age, been in this country since the age of 13. I did file the I-130 though, about 4 months ago, just so I don't get burned (b/c after 21 you are no longer eligible to be supported by your parent)

Also heard that after a certain age you are exempt from the test and can get your citizenship...my father is currently 52, about to be 53 in a few months

Please advise me......I'm hopeless

You said you have been in US since age of 13? What was your immigration status since last 7 years?
I don't think your father is exempt from civics/english test.
