DS-160 application states "submit additional docs" if it helps your visa application. So I arrived at Dropbox window with a separate set of documents as evidence that my 80+ mom will not seek AOS and will return to India within few months. I brought property and bank statements. The girl at the window declined to accept any additional docs and instead asked me to email them at the address written outside her kiosk. I went back home and emailed the docs, which bounced twice and the third time I got some cryptic reply that made no sense. At the end of the day, I was not sure if my docs were submitted along with my app or not.
5 days later my status changed to REFUSED leaving me in the suspense if it was a denial or admin processing. Further 4 days later I received passports in the mail with a note (form 221g) that I must appear for the interview with passport any day before 10am... within a year.
I arrived at Delhi consulate and within hour I was in front of the visa officer. Since I was applying B2 for mom, who already has her I-130 application in process, I was prepared to do some convincing. That is why it was important to back up my claims with supporting documents (property details, bank records and death certificate). The VO greeted us with a smile and commented "I am not allowed to accept any documents here".
During our 10 minute interview, the VO declined visa to my mom -twice. Her refusal was clearly because she did not understand our situation. She wanted to speak directly to my mom, which I understand. However, since my mom does not understand phirangi Hindi (Hindi spoken by a foreigner) and since the VO was unable to hear my mom, who is 80+ and speaking behind a mask and 2 feet away from microphone (no provision for handicap access), this was nothing less than a circus and complete failure of the interview process.
At that point, I had to intervene with a loud tone to be clear and audible, I asked the VO, if she has seen the evidence I had emailed UStravelDocs? With some guilt, she looked at her computer again and admitted she has no additional docs and apologized that she cannot accept my paper docs. I explained to her in 10 seconds what documents I was carrying, and within 5 seconds she changed her mind and approved the visa.
I feel sorry for this VO that she has to make visa decisions with incomplete information.
