my american friend marring my sister in Ukraine

Hello.
I have been recently travelled to my homeland to Ukraine with my husband , kids and one friend. He desparetly fall in love with my sister and wants to come back there , marry here and bring her to USA , which i would love to. Sinse myself i married a US sitizen 5 years ago, have all my pappers. My question is if he traveled back to Ukraine where he has to mary , in US consulate or in Ukranian city hall and then come back here and start doing all the papprs needed to bring here here? Or just ukran. marriage certificate is enough to start all the procces? Thank you very much.

Read all the process and then the part of "how to become a permanent resident".

Marriage ceremonies are not part of US Consulates services, doesn't matter where you get married as long is by the laws of the state or country that you get married and is legallly certified.
The marriage certificate is one of the supportive documents that they will need for the filing. All supportive documents that are not in English should be properly translate as indicates in the website www.uscis.gov

It depends how fast she wants to come here. His best option is to file Financee visa for her and she can be here within 90 days. They can marry here and file for AOS.

Yes, that is true. He can file for fiancee visa in the US. It is important that both of them keep emails, mails, cards, pictures together everything that indicates that they love each other and they met before, as more proof the better. They will give her (if it's granted) a visa that allows her to come to the US to marry him within 90 days of her arrival.
