Must Physically Lived in the US Before Applying?

We have met other eligibility requirements for other conditions except for this one:

"Have lived within the state, or USCIS district with jurisdiction over the applicant’s place of residence, for at least 3 months prior to the date of filing the application"

My wife is currently visiting our home country and won't be back until September. Does this mean we can not submit our application until 3 months after she has been back and stay in the US physically? My confusion is the meaning of "live", our home is always here, she is visiting abroad.

That rule doesn't require applicants to be physically present in the US for the 3 months before applying. It only means they must be a resident of the state or USCIS district for 3 months. Temporary trips abroad during that time are allowed without breaking the requirement, as long as the applicant returns to live in the same state/district after foreign travel.
