That's normal. U'll see most of them family cases. Very few others. In fact the E category started going to do CP very recently, otherwise CP was pretty much for family before.

Cases with Consulate

From the link sent by emailraja I could interpret the following.

The consulate generates a report (report20) every month for a list of cases that have DS230 forms completed and sent by NVC.
This report has to reach the concerned Dept. by 1st of the following Month
The Dept allocates a Visa Number.
Consulate Schedules the interview.

So it seems that cases that do not appear in the interview list and are with consulate and whose PD is not current will remain there till PD is curent.

P.S. : Am not a lawyer . All opinions are out of personal interpretation.
