multiple i-140s under eb-12

I am asking this for a friend in VSC who has a pending eb-12 i-140 for 15 months. He wants to know (and I can't answer) if he can file one more i-140 under same eb-12 category and same employer.

His idea is that may be the new one will be assigned to different officer and get approved faster.

Is such filing legal ?
 
It is perfectly legal, however it is not going to work. First of all the petition are processed more or less in the order they were submitted, so it's not likely that the later petition will jump ahead of the earlier. Second issue is that as far as I understand it's not that VCS processes NIW's slowly, it's that it doesn't process them at all, so there's no reason to believe there is other officer. So in my opinion it only makes sense if he knows that the original petition was so bad that it likely to be denied outright and wants to submit a better one or apply in different category.

A colleague at work used to work in the store across the street from VSC in St. Albans. He said that (at the time, circa ten years ago) there were only about a dozen or so people working there. There probably *is* only one NIW guy.

Moreover,I guess when filing any petition, one needs to answer one question(invariably) about any pending filings.If you give the reference of the older one, it would not help ofcourse!
(I may be wrong here though)
