Depends on who is the "potential" immigrant. Brother/Sister, spouse, parent? Short answer to your question, need to know what category it falls under.

That is the quickest route to GC (unless she is married to a US citizen). Is she married and/or over 21? Either way, I believe this is the fastest route. Check the current visa bulletin for the priority dates in F3 category.

she is married and is in India. she is not married to a US citizen. I would like to submit one petion for her in case something happen to my Father. Can I submit one petition for her?
