Multiple H1B applications...

Hello,
Is it ok for multiple companies to file for H1 for the same candidate? Since there is a lottery system, what stops a candidate from accepting offers from two companies and letting both the companies apply for H1s? Will that increase the chances of getting selected in the lottery?

Yes it is possible to file multiple H-1Bs but I think that's one reason for the shortage.
