Multiple H1 and quota

I understand a person can be on multiple H1.

However, if he or she is working on H1 and wants to get an additional H1, would the second H1 fall in quota or not?

I read many links, it does not fall under the quota, considered exempt.

What I know is, you can be on a single H1b at a time, and not on multiple-that's my personal understanding.
