is it advisable and possible to take H1b stamping appointments at multiple locations (e.g. Mexico/Canada/India), to avoid delay, incase of problem at any one location?

Multiple appointments is not advisable especially in India. Approach the US consulate in Ottawa Canada best place to get your H1 B stamped. But if you are planning a vacation to India, then you will be eligibel to apply for a visa in any of the 4 metropolitan cities. It is better you apply for a visa in India if you are planning to take dependents on H4 visa.

In India you have to pay fees upfront to get appointment. As long as your are ready to pay fees multiple times you can take multiple appointments. I am not sure about Canada/Mexico. But there are people who take appointment in Canada/Mexico and also pay fees to take appointment in home country so there is less delay. You can take as many appointments as you want.
