Mr. Jim question about I-140 for CP and filed AOS

Hello Mr. Jim,

I heard in these cases, when IIO open I-485 application for decision and don\'t find file in INS office, he request the file from Consulate, which can take anywhere between 3-12 months. Is there anyway to avoid this. I called VSC and NVC and they don\'t do anything. Is there any letter I can send to any of the places.

Please help,
