I am in F-1 status, about to graduate and start my OPT. In my country (and many other countries too), every citizen has to declare some address as "permanent address". Most people just have it at their parent's house, or the town where they currently live, and so on. This address is written into the passport of my foreign country. Presently, my permanent address is still in my home country (and listed as such in my passport). I also have an address in US, which my country considers a temporary address (and as such not listed in my passport). Because my permanent address is still in my home country, my country considers me a resident for tax purposes, and requires me to pay taxes on my world income, including my OPT US income (of course, I will also pay US federal, state and local taxes). I could avoid paying taxes to my home country by changing my permanent address to a US address (I live in US all the time, except when I visit my family for vacation). However, the official in my home country will write this change into my passport (it goes onto a page adjacent to the main passport page, next to my picture and date of birth). Does such an official change of foreign address to a US address constitute intent to immigrate to US? Am I risking being denied non-immigrant visas in the future, or being refused at port of entry under my existing visa? The old foreign address would still remain valid, mail could still be sent there (my parents live there), it just wouldn't be my official permanent address as defined by my foreign country.
