A friend of mine is moving from California to Colorado. He will continue working for the same company at the same position with the same compensation.

What does he need to do as far as I-485 is concerned? He is currently in the AOS approval stage. He also has his EAD card.

Will his application be transfered from the CSC to the office near where he is moving to?

Apart from sending AR-11 address change form, he has to update his new address with CSC using the address change form faxed to the number given in the CSC 2003 guidelines booklet.

Will his file be transfered?
Not necessarily. There is no pattern with CSC on this. I moved from CA to GA and till now they haven't touched my file. I got my EAD recently from CSC only. But, I have seen some has been transfered to the local office.

May be, we will get to know about that only after they take the file for processing!!

Unfortunately, your friend would have to resort to AC21, if INS questions his move to another state. This is because an approved Labor Certification is valid only for a particular "Metropolitan Statistical Area" or MSA, for short. Unless, of course, in your friend's Labor Certification is explicitly stated that s/he can work at multiple worksites for the same company (which happens once in a blue moon).

Thus, although the company/position/salary appears to remain unchanged, an AC21 letter is in order whenever INS issues an RFE. Or, alternatively, your friend can notify INS right after the move happens, just per published AC21 regulations.
 
AR-11 is just good enough

I am on still H1 and my LC was approved in CA sometime in March 2001. I moved from CA to FL in Feb 2001. I applied for I-140 in June 2001 in FL and I-485 in FL in Dec 2001.

Thus far I have had 2 AP approvals and 2 EAD approvals from CSC and I still continue to work in FL with the same company who has filed my H1 and 485.

My attorneys gave me the option of either to apply in CSC (as my company is in CA) or from TSC (since I live in FL, and FL falls under TSC jurisdiction..). I took the option of CSC.

To my knowledge AC-21 or in this case use of EAD needs to be only used if u do not have a valid H1.
