Mother-In-Law's Visa Rejected

My mother-in-law's visa application got rejected (Jan 13) and we got another apppointment
in March. Last time when she was here (4 years ago) we had extended her stay for
another 4 months by applying the extension.

Both times we had indicated that she needs to come here for my wife's pregnancy.

The visa officer claimed that the visa application was rejected because my mother-in-law
was not convincing enough that she will come back.

My question is, next time when we apply again in March can we say that
she is going to be here only to visit us and not tell about the pregnancy?

Does the consulate keep all old rejected application papers with them?
 
No wonder it got rejected. You are not supposed to tell that she is coming to help for pregnancy. Always say, it is for tourism.
