I just heard from an attorney and knew that, recently most NIW at NSC had been denied even without sending a "notice of intent to deny" out. Is that true?
Yes, I checked AVM and was told the processing time now is 210-240 days.

A majority of NIW have always been denied. That is why you have to be prepared. I would imagine that a lot of frivolous cases are filed in desperation.
6-8 months is what it was back in 2000 when I applied (at VSC). You should expect all applications to take more time, rather than less, as the INS undergoes organizational changes.
