more then 1 B1 visa refusal in 3months debars for 3years

Hi All,

Please let me know if its true that if B1 visa is refused more then once in 3months does the US consulate in India bans that individual for 3 years from applying again for any visa?..

Also is there any limitations on the number of refusals in a Year for the same individual.
