Missing A-files can have an impact on the process of adjudicating naturalization applications in several ways, according to the GAO report.

For example, when an A-file is not available at the location indicated in the automated file-tracking system, additional time is spent trying to locate the file, which slows the adjudication process and applicants may wait longer for USCIS to process their application.

the only consistent thing about the INS is that they are sure to surprise us all in a negative way.

and this is a living proof of that.

it is so @#$ked up beyond belief that if this were a private corporation, it would have died before it was borned.
 
The sad thing is the story appears in a way that seems to suggest that missing a-file benefits the alien seeking an immigration benefit rather than the other way around! for every 1 such case where a missing a-file was ignored during adjuducation there are thousands who just get stuck till their files are "found".
