I changed my status from F-1 to PR so I need to get a new SSC without the statement "Valid for work only with INS authorization". Can I do it by mail? Social Security office opens from 9-4 M-F, it's really hard for people who have jobs to visit during their office hours.

They mention originals or certified copies of supporting documents are required. Does it mean that I need to mail the actual green card and my old SSC as well
If I can't do it by mail, can I go to any Social Security office or ONLY the nearest office to my mailing address? There is an SS office really closed to where I work so I may be able to get there during lunchtime or breaktime, but this office is definitely not the nearest office to where I live.
