Montreal or chennai

Gurus, Please help.

My I140 was applied with the intention of consular processing in Chennai. During the I140 approval I have received my Canadian PR card.

My I140 was approved on 7/12/2004. Today NVC has received the case, but not yet entered in thier system.

The questions I have is

Can I transfer my case Montreal ? If so what are the steps that needs to be taken.

I have never lived in Canada ? Does the NVC allow the tranfer ?
