Mom's visa refused for 5th time !

Hello !
My mother has been trying to obtain a U.S. visa for a long time now.It's the 5th time her visa got refused at the New Delhi Embassy.she's going to visit her sister there.My mom is a widow.The first time we tried was in 2000.so then the counsellor asked when my father died..it was just in 1999.Well she's provided all the required documents and there were no faults in her application either.whatever the counsellor asked for,my mom provided him with the required documents.He would hardly look at them.....and refuse her visa stating "she doesn't qualify for a US visa under US law under section 214(b)" well i don't understand what more ties or proofs do we need to show...when we'got all the documents already..the property papers..the incometax papers..the bank statemnts which very well project her sound financial status and business....invitation letter from her sister.Can someone suggest what more should we do to satisfy the embasy counslate??? plz...it's really getting frustrating!

hi,

your mom is certainly in a tough situation. it is difficult to get visas for visiting siblings...i suppose visiting kids make a stronger case. in addition to the docs, do you have anything to convince the VO that she will return - I mean, a family member who she cares for etc ?

We are in the same boat. My MIL has been refused thrice at New Delhi in the last 3 yrs. Like your mom she is a widow. The refusal says that she is a potential immigrant, despite the fact the she is a principle in a govt school in Delhi and had to file a bond with the MCD certifying her intent to return. Let us know if you figure out a way...
