Minor's US passport question

This is potentially silly question.....and probably some one must have already asked it....but here it goes:
The US PP instructions say that the PP is not valid unless signed by the bearer/owner on page3. How can a minor/infant sign? Is their PP valid even if it is not signed? or should one of the parents sign it on behalf of the child?

I never signed for my kids, and no issues during multiple trips.

23. My child is too young to sign his/her own passport. How do I sign my child's passport?

In the space provided for the signature, the mother or father must print the child's name and sign their own name. Then, in parenthesis by the parent's name, write the word (mother) or (father) so we know who signed for the child.
