I have few ideas regarding traffic tickets (for speeding etc) that
didnt result in an arrest.
(1) USCIS wont know about it because no fingerprints were taken so it wont show up when USCIS do their checks.
(2) If you put them on the N-400 application you have to provide proof. Even then the application may get delayed because it might confuse the USCIS. They may even request for more evidence thus delaying it even further.
(3) The USCIS will find out only if you put them in the application. If they find out, then you are potentially giving them a reason to deny the application because of lack of moral character.
My conclusion after reading all the relevant posts is its better not to report the minor traffic tickets because it may delay your application unneccessarily. Also, the only way USCIS has of knowing about it is if you volunteer this information.
