what is the minimum score one needs to get in IELTS exam to claim full points for english as one language - i mean to read/write/speak english. he/she doesnt have to know french and hence will not get points for that. but only for english, what is the required IELTS accepted by CIC? anyone?

If you get a 7 or higher in each section of IELTS you will get full points for English.
Please note the emphesis on each section so the overall average score has no real bearing. ie if u get 6 in one section and 8 in the other that wont work even though it avg to a 7. You need > 7 in each section for max pts.

according to cic website, ielts score is valid only for one year. i hear that, one needs to sedn ielts score with the initial application. will it be a problem if it is more than a year after your application is sent in, that they start processing your application and in that case, will the person be asked to taek ielts exam again? please reply on this, thanks.

My understanding is that the Canadian consulate needs to receive your IELTS score within 1 yr of you giving the exam. So lets say you give the exam on June 1 2002 that means your results should be received by them by June 1 2003. Now how long your processing takes is a completely seperate/different matter alltogether.

yes he should be fine
He would be fine even if he took IELTS after submitting his application, however in that case he would have to submit a ltter/documents showing substitue english proficiency as many have done.
