Min. requirement for PERM?

Dear friends,
On the O*net, an occupation normally requires Bachelor degree, 2-4 years experience. Does that mean I have to prepare bussiness necessary letter if I put Master's and 0 years experienec on my Ad? and on 9089 form H12, I have to check "no"?(that means the company requirement exceeds the O*net normal reuirement).

In your case, MS+0 is still "normal" and business necessity letter is not needed. This is because MS+0 = SVP Level 7 = 4 years of SVP expereince. (MS+0 does not exceed 2 to 4 years of SVP experience).

On the other hand, any experience requirement beyond MS will bump up the SVP Level to 8 (> 4 years of SVP experience), which is when DOL would expect a "business necessity" justification.

Please, I would be interested to know where are these evaluations about degree + experience available. For example, what is the relation between MS+1 (in job description) and Ph.D. +0 (applicant)? PERM system said that the "minimum requirements are not met". Why?
