I got the same message when the RFE was issued for my EAD and it was returned back to USCIS because the postman didn't deliver it as he did not find the last name on the mailbox. The Office resent the RFE without return service requested, I got the same message same as above. If they issued an RFE before to you and you did not receive it, this means that you will get that RFE soon. Otherwise, this could be RFE or probably approval.

Yep, it in most cases - refers to the scenario of a mail getting returned to USCIS ...like FP Notice came back to USCIS...
