Medicare and Social Security Tax for F1-OPT status

Hi,
I am currently on F1-OPT, my employer has deducted social security and medicare taxes. As per the government rules, foreign students who are non residents are not required to pay these taxes. In case they are deducted by the employer by mistake, the employee can claim a refund from either the employer or the IRS. I wanted to know which one is easier/better option? Also, I changed jobs in 2008 - my previous too with-held these taxes and I feel it would be difficult to get the refund/statement of no refund from them. How critical is this statement?
Also, is there a time limit by which I have to apply for this refund?? (does the April 15th deadline apply here too)??
