Medical is requested and other docs.. please help

I applied for canada PR under skilled class worker. I finally received letters from CIC buffalo as follows:
- medical check
- A letter with checklists:

"We have now completed the initial assessment of your app, and expect to finalize your app without a personal interview.....
This letter contains important info regarding the continued processing of your app.
(Checked)
Additional info required: There are incomplete sections of your app. Further processing of your app has been suspended until we receive the info indicated below.........

My questions are:
1. Is this a normal request and is my interview waived?
2. They asked for Original letter of "no records" or certificates of "good conduct" from my home country. I have been in USA since 1994 and have submitted FBI fingerprint /criminal record to CIC. Why are they still asking for certificate of good conduct from my home country? I've lived in USA for 10 years, it seems unnecessary to get another certificate. Where can I get this if I'm from indonesia?
3. How do I submit the payment of $975 and the required docs? Is it to
Immigration Regional Program Centre
3000 HSBC center, buffalo, ny?
Can I pay in USD?

To answer your questions:

1. Yes, many people are waived for interview. I think especially people who had been living in the US for years.
2. You must submit Police Certificate from the country that you had been more than 6 months after the age of 18. So, yes ...you have to get Police Certificate from Indonesia.
3. Yes,you send the payment to CA Consulate General in Buffalo. In fact, it should be mentioned in the letter where to send payment and the document to. You can either pay in CN$ or US$. But be careful to check the rate for US$ first as I faced this problem before as the amount mentioned in the letter is not up to date. It ended up with another letter from the Consulate for more money a month later.

I am in same position, except my lawyer got the documents and will not send them to me until I pay him $700 as fee. I was told my interview has been waived and next step is medicals.

My question: Does the CIC always ask for police clearance certificate at this stage, and if yes do I have to get from both US and India (the 2 countries I have lived in after 18).

If you have a lawyer submitted the application for you, it seems like CIC will not release any document/info to you directly (if your lawyer signed on your form). As far as I remember, the second package requests additional document if there is any (such as current Police Certificate, missing of letter from employer) and the physician list (may be also medical form?). I did medical exam at a clinic in China Town, NY last year for $170.

For PCC, yes, you have to submit for both countries. I think this is really pain in the a.. as it's the most difficult (and longest) document to obtain.

Try contacting Indonasian Embassy in US..I am sure there will be one...They can help you obtain a PCC from your home country..Thats how I got it from my home country...Regarding the RPRF fee, check the CIC website for the exact current USD amount, do not convert by yourself. I sent this in June and it was USD715, not sure if its the same now...And yes, your interview is waived and I got the same documents as you when I received my IA in June'04...
