May I apply for OPT after filing NIW I140?

I have F1 visa now and filed NIW based I140 last year. I didn't file I485 since I was not very sure about my case.
Can I apply for OPT before I get any news for my I140? It seems that it will take forever to get the decision in NSC.

Yes, you can. I had the same situation as you last year. I applied for OPT and got the approval.
