Master's quota question

I got my masters in 2005 and i am in Phd now. Can i apply in the masters quota this year or is the masters quote just for new graduating students. Once i get approved can i start working right away or do i have to wait till october to work.i know that regular H1 quota people have to wait till october but what about masters quota H1?

Yes you are eligible for masters quota. and you have to wait until oct 1st to start work.
